LWUA seeks to amnesty loan penalties of LWDs

Quezon City – LWUA Administrator Andres Ibarra looking to seek the help of Congress to grant the agency the authority to waive the loan penalties of local water districts (LWDs).

“There are acceptable reasons why LWDs are not able to pay their loan penalties,” said Ibarra during a meeting with PAWD President Pablito Paluca last May 28, 2015,.

“The amnesty will help LWDs breathe easier while helping LWUA strengthen its collection efficiency.”

The Administrator explained that providing amnesty for loan penalties of LWDs is not part of LWUA’s mandate as provided for in PD 198.

PAWD President Paluca welcomed the development and expressed full support to the lending institution in behalf of the more than 500 LWDs in the country.

Meanwhile, Administrator Ibarra said that LWUA will issue within the year, the guidelines for the grant of the performance-based incentive for the members of the Board of LWDs as provided for in Section 9 of Executive Order no. 65.

However, he added that LWUA’s proposal to add an additional compensated special meeting of the Board members, aside from the two regular meetings stipulated in EO 65, has yet to be approved by the Office of the President as it still being studied by the Department of Budget and Management.
